The Chairman of the Independent National Electoral Commission, Joash Amupitan, SAN, has said that the launch of the Bimodal Voter Accreditation System has ended the longstanding problem of identity theft in Nigeria’s elections. He recently revealed that the era of multiple voting and identity fraud is finally over.
Speaking at the 2025 Digital Nigeria International Conference and Exhibitions in Abuja, an event organised by the National Information Technology Development Agency, the INEC Chairman, represented by National Commissioner May Agbamuche-Mbu, shared that BVAS is a turning point in Nigeria’s democratic journey.
According to him, BVAS will transform Nigeria’s democratic journey because it is a foolproof mechanism for voter verification.
He stated that henceforth, only eligible voters will be accredited at polling units during Nigerian elections.
“The BVAS device has become our frontline defence against identity fraud, ensuring that only the rightful, eligible voter can be accredited at the polling unit.
With the biometric safeguards now in place, voter impersonation has been effectively eliminated from our electoral system.
These outcomes confirm that the deployment of BVAS and IReV is no longer experimental but an entrenched part of Nigeria’s electoral architecture.
The figure announced at the polling units is the same figure visible to the public. Technology has safeguarded the vote,” he said.

Amupitan further noted that past electoral technologies lacked adequate legal backing, and that exposed INEC during crucial polls.
He, however, concluded by admitting that despite the progress recorded thus far, connectivity challenges still persist.
“This legislative foundation ensures that our digital tools have both operational and legal legitimacy.
It has strengthened public trust and enabled the commission to innovate with confidence.
A tool like the BVAS is only as good as the network it runs on.
The gains we have recorded are too significant to reverse.
Our mission is simple. To ensure that every eligible voter is accurately verified, every vote is properly counted, and every result is transparently shared.
Technology has helped us secure these foundations of democracy,” he added.
